A founder CEO does not need to meet every candidate to preserve culture — if you genuinely trust your hiring managers and executives as carriers of the culture, you can work it out.
Culture is critical and the founder inevitably sets it, but there are many ways to convey it and candidate interviews aren't a necessary one; there's no universal playbook and it depends on which executives you have around you.
